In chapter 14, the last chapter of the book, the strategies used to increase evasiveness by institutions are blatantly simple; the institutions pretend that the social movement around them doesn't exist, to the best of their ability. Basically like sweeping the social movement under the rug. This crushes all legitimacy of the movement, and therefore is pretty effective. Today's day and age are heavily dependent on technology and media, especially social media. Technology is an amazing way to get news- and basically everything else- at our fingertips. However, it can be controlled. Institutions can choose to control media to twist the world to their favor.
A good example of the media controlling a social movement is seen with what's currently going on in Venezuela. 70% of the media, including things like Twitter, Facebook, the News, et. al, are all being monitored by the Venezuelan Government. This is why the Government was so effective with not getting word out of the student riots when they were beginning to uproar. However, it might be interesting to analyze how the social movement broke free of the institutionalized resistance and got to this level of awareness using the same medium that was being controlled.
